It is surprisingly simple.
“We’ve done all the work, and things haven’t improved,” so we should stop trying to improve and get back to what we did.
“We’ve done all the work and things are improving,” which means we don’t need to keep trying. We can return to what we did before.
While the status quo may not be ideal, it can be tempting to just stay the same.
The real fear of change is that it might work (which can be scary) or that it might fail (which can be heartbreaking).
It is easier to just do nothing and settle.
